- README.md: replace "PROPRIETARY SOFTWARE" section with correct AGPL-3.0 notice
- LICENSE: add BitSleuth copyright header and SPDX identifier before license text

to match CHANGELOG, add license field (AGPL-3.0-only), add repository URL,
and add description
